Olympic Route Network PCN respite

A move to increase Penalty Charge Notices to £200 on roads neighbouring the Olympic Route Network and around venues has been defeated, after London's mayor vetoed the change.

London Councils, the association for London Boroughs, had wanted the increase from the current £130 to put spectators off from travelling to Olympic events by car.

Boris Johnson has however ruled the existing £130 PCN limit will be sufficient.

A spokeswoman for the mayor says that with recent increases in parking fines in the capital he had decided “enough was enough”.

Natalie Chapman head of policy for London at the Freight Transport Association welcomed the decision, which the association had written to the mayor to oppose.

“London is going to be an extremely difficult environment to work in during the Games with the added complication of the Olympic restrictions,” says Chapman.

“Increased PCN fines would have put at risk [the ability for operators to make] deliveries into London during the Games. Anything that reduces this risk is good.”

A spokesman for London Councils confirmed the increase and extension of fines had been blocked by the mayor but declined to comment further.

Games Lane fine proposals still live

The Secretary of State for Transport Justine Greening is still expected to sign-off on a £200 maximum PCN for offences on the 109-mile ORN.

Making changes to London's roads has required parliamentary permission, and when approved it will mean contraventions in Games Lanes etc will lead to a £200 fine.

Confusingly though, this only applies to the new elements being introduced to London's roads, such as the Games Lanes, for the Olympics.

Roads on the ORN that do not require changes are outside this. PCNs on these roads are set at the standard £130 limit. TfL and London Councils had put in a bid to gt these temporarily raised to £200. This would have created a single harmonised penalty level across the ORN of £200.

However, it was also blocked by the mayor meaning the £130 maximum PCN on these roads will remain.

In the real world, it means that come Games time operators in London now face the prospect of fines ranging from £130 to £200 depending on what part, or even side, of the ORN they commit an offence on.
