VOSA has produced consolidated editions of the 2012 HGV and PSV inspection manuals, which are now available online.
Changes to the HGV annual test are being introduced today (1 January 2012) as a result of the EU’s Vehicle Testing Directive. The directive is an attempt to harmonise vehicle testing in member states.
As part of the shake-up, new mandatory test items have been added, including a check of the vehicle’s conspicuity markings and electronic braking system.
The manuals have been updated to incorporate many of the new testing requirements. New testing items will be included in the annual test from today but up until April 2012, if defects are identified with the new items, presenters will find that instead of a fail, a pass with an advisory notice will be issued.
VOSA says statutory testing and defect failures will apply to vehicles tested after April 2012 when this interim arrangement comes to an end.
