...actually, a trailer - a double-deck trailer to be precise. Judging by the colours Laurie Dealer believes it belonged to, or at least worked on, City Link trunking into Birmingham.

Double-deck trailers are always in demand, built in 2007 by Scottish-manufacturer Gray & Adams, it's a triaxle, step-frame chassis box with a fixed double deck interior, it also has BPW drum brakes and tail-lift. Price, says the seller, is on application.

Consultation launched over new EU O-licence rules

The Department for Transport (DfT) has launched a consultation into proposed new EU rules covering the licensing of haulage operators.

In its consultation, which runs until 20 May, the government is looking for feedback from the road transport industry on EC Regulation 1071/2009 that comes into force this December.

One aspect the regulation covers is the role of transport managers. They will be given more prominence under the new regulations, and could receive EU-wide bans if they break the rules.

The regs also look at establishment: hauliers that operate without a valid O-licence and fail to declare offences could receive increased fines.

And finally they cover the creation of a national register of operators that each member state would need to keep. VOSA would have to act on information from other member state's enforcement agencies when operators commit infringements.

There are also proposals to change how financial standing can be demonstrated and how transport managers can claim "grandfather rights".
